Municipality Management Platform – User Guide

This guide explains how to use the Municipality Management Platform – a multi-vertical system for managing municipal services across different domains.

It is written for non-technical users, but grounded in how the system actually works: - The platform uses a modular architecture where each vertical (Occurrences, Equipment, Occupancy) can be enabled/disabled independently. - Configuration is managed through Django Admin using the Unfold admin UI. - All verticals share common infrastructure: municipalities, departments, user management, and dynamic forms.

Available verticals (modules)

Occurrences (Citizen Issue Reporting)

Manage citizen-reported issues from submission to resolution. Includes workflow states, SLA tracking, templates, and external routing. - Citizens can submit issues with location and category. - Staff can triage, assign, and communicate using templates. - Managers can configure SLAs, escalations, and routing.

Equipment (Asset Management)

Track municipal equipment, maintenance schedules, inspections, and reservations. - Staff can manage equipment inventory and track maintenance history. - Operators can schedule inspections and record findings. - Users can request equipment reservations with approval workflows.

Occupancy (Public Space Monitoring)

Monitor visitor flows and occupancy in public spaces using AI cameras and sensors. - Public can view live occupancy dashboards for parking lots, trails, beaches. - Operators can monitor sensor status and respond to alerts. - Administrators can configure sensors, gates, and capacity thresholds.

Shared platform features

Dynamic Forms

Build and publish intake forms without code changes. Forms can be mapped to create records in any vertical.
